Reset CMOS, now BSOD and can't use safe mode

I just installed a new graphics card, and when I went to boot up the computer, my screen was stuck where you could choose to enter BIOS and everything. My F keys were not working. I then reset my CMOS battery to see if that would fix the problem. Well it made my keys functional again, but now every time it attempts to boot, a blue screen flashes. I'm then brought back to a black and white screen telling me to do a startup repair. I proceeded, but that was no help. I tried to go into safe mode to see if it was my graphics card, and I still got the blue screen. I'm praying that it's not the graphics card, but what else could it be?
