PC wont shutdown

I can't figure this out. For whatever reason my pc won't shutdown, just the display. When I shut it down via start/shut down the screen goes black, but all my fans (cpu, gpu, psu, chassis) stay running as does my cpu, and optic drive. The only thing that seems to turn off is my TV tuner card. 

I've checked to make sure windows is set to turn off in power management settings. I've updated the bios, I've cleared the CMOS, I've tried playing with bios settings. 

I've tried a different PSU. As well as a different board of the same model. First board was RMA'd do to a faulty ram slot, however it too exhibited the same problem. I've also tried running with just the bare essentials.This is my first build, so Im lost beyond belief. My only other guess is possibly an OS issue.

If anyone cares to help, I'd greatly appreciate it.

Can either be downloaded? Never heard of a mini OS.

I think I may still reinstall windows since my system seems to boot too slow for a SSD.

I just wish I knew what drivers I actually need. I installed a few that I didn't, like raid, fast boot, etc.

yes it can be downoalded but you have to burn it in a cd or copy to a usb with a specific tool that will make the usb boot able. i believe the best option is to download Hiren's BootCD 15.2 and burn it to a cd, then boot it.
