I have a 7870 EZ Edition graphics card and recently (within the past two-three weeks), I have been getting Graphics card errors, and more often then both of my monitors will cut off, one going to white, and the other going to black most of the time, however every once in a while it becomes lined. To fix this all I have to do is restart my computer, but it is happening with increasing frequency. So, my question is, is this a graphics card problem or a microscopic fracture in my MOBO? Also, if it is a graphics card issue then is there a fix or am I just going to have to buy a new graphics card? (The issue started like 3 days after my warranty ran out.)

Sounds like a possible ULPS issue, you could try turning it off to see if that cures the issue.

Isn't ULPS only a problem for CrossFireX and SLI? I only run a single card.

No, it has been a problem since the 5xxx series and is the given reason why your monitors suddenly shut down, I was only running a single 7790 and got fed up with it as the only "fix" that I found that seemed to work was to turn ULPS off and run the card at AMD default speeds and not the OC speed that XFX set it at and this resulted in the card idling at 51c.
