does my 400watts power supply can handle gts250 1gb? need help pls,thanks in advance! :)

my current sytem on the list below:

motherboard intel DG41 775
processor e8400 core 2 duo (with regular hearsink on it)
ram memory 2gb 800 transcend + 2gb 800 kingston
harddisk wd blue 320gb
video card gts 250 gigabyte 1gb
power supply 400 watts (brand) absolute (model) akp4000 2.2

I have no fan coolder or whatsoever bec my cpu casing is open since i have it
on a mounted wall in my room.

I want to know what component to upgrade bec games like bf3,ac3
and other games/applications were taking longer loading compare to what i have before,

i have e4500 as my processor before and 9500 gt for my gpu,

It could be, since your components may not be getting enough power to run at their full potential. The more devices that need power at one time, the less there is available for each, and gaming requires a fair amount of power for each device since they're working harder than for most other stuff.
