Well is it a pirated game ? 
then stop wondering, some pirated games lag in some places.
Also can you tell me which game is this one?
Have you installed latest Nvidia drivers? Your rig btw is very decent you don't have to experience any lag, maybe only in some demanding games with ultra settings and 1080 or + resolution.

If your games are pirated sometimes the crack is bad, or there are issues on the vanilla edition of the game. I can't see any problem to your system from what you tell. I can't tell more I dunno if it's allowed in this forum to talk about pirated software and help you.
1. If they are pirated I gave you an answer
2. If not, try playing in High and not Ultra or even lower and see if it happens again
3. If nothing from above helps, search on google your issue : the place of game you lag and see if that happens to other users and not only you, if the company is going to release a patch to fix the issue you are experiencing.
2. and 3. are mostly if your games are authentic. As I told you, pirated games often experience problems such as lagging in certain places and etc.
