The Radeon X1950 is an old graphics card. It was released long before DirectX 10 (DX10) was released. DirectX 10 only works with Windows Vista / 7 / 8 operating system. It will not work with Windows XP.
Because the x1950 was released long before DX10 became available, it does not have the hardware to support DX10. Even if you have Win Vista / 7 / 8 installed on your PC you will not be able to play DX10 (or DX11) games. You need to buy a more modern graphics card to play DX10 or DX11 games.
