$800 dollar build for sc2 and mc

Solution
First two builds are decent but you could definitely do better. The third build is a definite no - too weak of a power supply.

I would do something that's a combination of the above:

PCPartPicker part list / Price breakdown by merchant / Benchmarks

CPU: Intel Core i5-4430 3.0GHz Quad-Core Processor ($184.94 @ SuperBiiz)
Motherboard: Gigabyte GA-H87-D3H ATX LGA1150 Motherboard ($99.99 @ Amazon)
Memory: G.Skill Ares Series 8GB (2 x 4GB) DDR3-1600 Memory ($63.75 @ Newegg)
Storage: Western Digital Caviar Black 1TB 3.5" 7200RPM Internal Hard Drive ($79.99 @ NCIX US)
Video Card: EVGA GeForce GTX 760 2GB Video Card ($265.66 @ Newegg)...

for your second build would it make a difference if i got the
AMD FX-8350 4.0GHz 8-Core Processor instead or just a waste of cash

If you're going to pay more for a CPU go with the Intel rig. The FX-8350 out performs the 6350, that is for sure. But the i5-4670K with a Z87 motherboard will outperform them both. If you're going to spend the money that's where I would recommend spending it.
