First two builds are decent but you could definitely do better. The third build is a definite no - too weak of a power supply.

I would do something that's a combination of the above:

for your second build would it make a difference if i got the
AMD FX-8350 4.0GHz 8-Core Processor instead or just a waste of cash

If you're going to pay more for a CPU go with the Intel rig. The FX-8350 out performs the 6350, that is for sure. But the i5-4670K with a Z87 motherboard will outperform them both. If you're going to spend the money that's where I would recommend spending it.
