Unreasonable GPU performance

I have no idea what to do. My gaming pc is not performing the way it should. Currently in BF4 no matter what graphical settings I have, low-ultra, I keep having the same fps drops for seemingly no reason. I will be anywhere from 90+ FPS and suddenly dip to under 40. I've made sure all of my drivers are updated properly with a clean install, updated my bios, insured direct x was up to date, checked my hard drives.. I just don't know what else to do. I even disabled my crossfire setup between my AMD 7990 and 7970 to see if there was better performance just using the 7990. I'm not getting anywhere near what benchmark testing has shown with these video cards. Anyone have any idea what else I could do?

Intel i7 3770 OC'd 4.1 ghz
16gb 1600mhz ram
1tb WD Black
128gb Samsung SSD
1000wat PSU
AMD Gigabyte 7990 crossfire (trifire) with XFX 7970 black edition.

Solution

Make sure crossfireX is enabled in the CCC.
Make sure you are playing in fullscreen mode, and not Windowed or Fullscreen Windowed. Crossfire does not function in Windowed mode.
Be sure you also have the CAP profiles installed (found on the driver web page at AMD.com).

Is there a problem with it getting too hot? 7990 have always had problems with there drivers even though I have heard and read that it was fixed...

Is it always the same part of a game? Or a certain period of time?

I do have the current beta driver. Temps at load for the GPU do tend to get warm but maxes at about 82 degrees on the 7990 while in trifire config, without only in the mid to high 70's. Nothing to really worry about in my experience. CPU temps are fine as well, my noctua cpu fan is very effective. The dips happen on every single multiplayer map. I dont have these issues with any other game except BF4, but if it's truly related to the game, why do I seem to be the only one having these issues with high end hardware. I know there is a new API, mantle, to be released in December but even without it this just shouldn't be happening.

It seems very odd to be having this issue since I've seen a pic of a developer's PC that had two 7990's in it. Even so, there may be some kind of problem with the game itself since you mentioned that it only happens in BF4. Do you have any other Frostbite games that you could test?

BF3 ran with no issues. It is a new version of the frostbite engine now but regardless like you said, the demo machine they were using to show the game off with did in fact use two 7990's, a quadfire setup, with a resolution of 2560x1440. I'm only running the game at 1080p. I was wondering if possibly its due to my mother board in some way.
It's a MSI Z77A-GD80. I'm double checking the bios right now.

I seem to have located this issue. My 7990 seems to be using only one GPU durring game play. I don't know how to fix this issue though. My drivers are up to date.

I found this online and it seems to be an issue elsewhere too. Apparently the new drivers aren't using dummies.

"For some reason, AMD regressed to requiring a monitor be hooked up to each card in order to use it for compute in 13.6. Hopefully this will once again be resolved in 13.7, but for now, I'm glad I kept all my dummy plugs after AMD promised they would no longer be necessary. Filthy liars.

After digging through a stack of boxes to find my vast dummy plug collection, I popped one onto each card and restarted X. Bingo, we now have compute on all 8 GPUs."

Thanks but this doesn't seem to be the solution. Drivers 13.11 seem to have fixed that issue. The reason I was seeing no usage of both GPU's was due to my using CCC while playing BF4 in windowed mode. In windowed mode the second GPU simply wont be used. I tested again, alt tabbed this time, and both gpu's on my 7990 are working. After digging around more it seems that the only answer may be to upgrade to windows 8 :'[.. Apparently the game is optimized for use with Direct X 11.1. So its either upgrade or just wait until December for AMD's new API, "Mantle", to be released.
It's just so silly.I have no problem getting maximum performance out of all titles that I play. Could the OS and and Direct X 11.1 really be the answer?
