My computer doesn't seem to recognize my HIS Radeon HD 7970

Here is my system build

CPU Intel Quad Core i5-2500k 3.3GHz
Mobo Gigabyte Z77-DS3H
Mem Crucial 8Gb DDR3
GPU HIS Radeon HD 7970
PSU PC Power and Cooling Silencer Mk III 600W
HDD Seagate Barracuda 1Tb
Case Commander MS-I Snow Edition
OS Windows 7 64-bit

I've tried downloading, uninstalling, and redownloading my drivers. I have the 8 pin and the 6 pin power cords in the gpu, the fans are on. I can't even boot up with the onboard graphics with the card plugged in. I had to unplug the card from the psu, boot up with onboard graphics, and then plug it in when it was already on. The fans are running and everything but I can't even find it on the Device Manager.

Any help would be great!

could be that your power supply isn't powerful enough to run that video card. but like the first commenter making sure that your bio's settings are set to out put video from the pci slot would be the main step.

The PSU is plenty powerful and that bios thing didn't help. I'm thinking it might just be DOA...
