System doesn't start... UPDATE

UPDATE:
Replaced the PSU as some indicated that the previous one wasn't good, to a SEASONIC M12 II 750 and the system still shows the same symptoms. Tested inside and outside the case. Tested with/without the GPU, ram, HD, SSD... There is no sign of damage on the CPU socket, either on the motherboard or the cpu itself. It definitely comes to be a problem with the Motherboard or the cpu.

There's any chance I didn't screw the waterblock to the CPU tight enough? Could that be a reason? How do I know how far should I go with the screws? It's an EK kit, so the CPU WB comes with springs and nuts to attach to the CPU.

Any help is deeply appreciated.

Hello there good people.

I finally finished to assemble my build and it doesn't start, well kind of, it starts for a second and turn it off for a second, starts again for a second, turn itself off, and on and off... again and again... I have to turn the PSU off, or it will keep that.... I know the psu works fine, because it just spent 24h testing the watercolling system for leaks... not the first problem with this build, first had a problem updating the mobo to accept the new cpu...

Asus Rampage IV Gene m-atx
EVGA GTX Titan
G.Skill Ripjaws Z 32gb 2133mhz
500gb SSD samsung evo
3tb HDD seagate
EK L240 watercooling kit with GPU wb
Cooler Master Silencio 352
Seasonic M12II 750w (Replaced Corsair CX750M)

The thing is that, when I was looking to buy, I was going for a 850w, people advised as not needed, that should take a 750w...

I was looking for a semi-modular psu, and found that, it came to my attention later, that it may not be the best PSU, but I though it would at least start the system.
