Temp. and Power jumps in new cpu?

I just installed an Athlon X4 750K into my desktop and am seeing large fluctuations in power usage and temp. My min. core power usage is 8W and max is 32W. My temperature min is 54C and high is 81C. This fluctuation is occurring at minimal loads. Any ideas?

Could it just be due to initial start-up? Maybe the fresh thermal paste is still setting up?

Should the core voltage be jumping, 1.375-1.431? It's constant. Current is jumping between 5.88A-20.59A. It's an Athlon X4 750K cpu.
