Strange screen tearing issue

I used to have a GTX 560, and it never had screen tearing issues as long as fps was under 100. Then I got a GTX 770 and get screen tearing on games with an FPS cap. (Not vsync, but an actual cap on how high FPS can go without any setting to disable.)

Some games I can make it go away by changing the game's setting in the Nvidia control panel to Application Controlled Vsync. ("Off" or "On" will both create screen tearing)

One specific game, Mass Effect, I tried changing every Nvidia setting and it still gets screen tearing. This is a really weird issue. I have never heard of screen tearing at 60 FPS before.

And I also need to turn "antialiasing transparency" off for 1 specific game, the new Batman one, or it gets graphic glitches. All the shadows turn green.

I'm actually going through Mass effect right now and had the exact same problem. I just changed to vsync and enabled triple buffering.

edit: Not changed ingame, I changed it through my card settings. So try forcing vsync and triple buffering through nvidias program.

I tried that. Didn't work. I have literally tried every setting in the Nvidia control panel settings. I even tried changing them globally to see if that would help, but no.

Well... I seem to have fixed it, but do not know how. Guess I'll change them back 1 by 1 to find out. Changes I made:

Verified Integrity in Steam (Repaired files)
Turned in-game Audio hardware setting off. (Audio acceleration.)
Turned Threaded Optimization off in Nvidia control panel.
Triple buffer and Vertical sync turned on in Nvidia control panel, but that did not fix it before other settings were changed. So not sure it had any effect.
Turned in-game Motion Blur setting off.
