Can an HD 7850 2gb run Fallout: New Vegas?

Can a PowerColor HD 7850 2gb (1000MHz) run this game at either high or max settings with consistent FPS (60's or higher)

My specs are:

PowerColor HD 7850 2gb

FX-6300 3.5GHz Six-Core

Corsair Vengeance 8gb RAM

Ultra 650W PSU

I know. Just one more thing, I've been hearing many people have been having problems with framerate issues or crashing problems in the PC version. Is that true? or have you never played the PC version or owned it before?
