New Build; BIOS is very slow.

Hi, I just put together a fresh build a few hours ago and instantly started runninf into problems.

First, the comp hangs on the bio splash upon startup for 15 or so seconds; definitely not normal.

Second, upon initializing windows 7 install, it takes 10 secs or so for the mouse and keyboard to become responsive, and after it resets after the copy/extract phase, it just stays on "completing installation"- the computer is still responsive during this phase, but it makes little or no progress even after an hour.

Another strange issue is: every time the comp resets, whether its after exiting and saving the bios or during windows, the hdd and fans will stop before it boots back up. Aren't resets supposed to be a bit softer than that?

What could be causing this?

Im thinking about just taking the motherboard back to microcenter and getting a new one.

System specs: Intel i5 4670k
Asrock z87 extreme4
Corsair vengeance 4gb x2
Corsair cx600m psu
Ati 7850 1gb

This is all incredibly frustrating and any help would be appreciated.

Have u looked bios values trough?
Like what needs to be on and what off?
What is your memory MHz? And timings?
Try other sata port and cable for HDD / SSD
Did u update bios?
Try running it on iGPU.
CX is not best psu. Ati 7850 is not best video card.
Can u run memtest?
Try update bios. and then if it do not help new drivers.
New windows install can help too. Download new updates too.

Next try Gigabyte X.D3H mobo. Then you maybe have something that works :) Take new memory too. G.Skill is better.

What is system temps?

*Update*

I left Windows installing while I slept last night and it finally made it through. Everything seemed fine, but installing drivers and initializing programs seemed to take longer than it should. Task Manager showed the CPU wasn't be stressed, and the RAM wasn't being all eaten up or anything.
Upon reset after installing my video drivers, the BIOS would hang for 15 or so seconds, and Windows would stay on the splash screen for something like 20 minutes.

I just don't understand. It's almost like it's having trouble communicating with the HDD or something.
