BF4 game suttering/frame lag

I noticed in game that it stutters fairly badly, to the point where it's so frustrating I don't even want to play. I'm thinking that it's my RAM being capped out while playing, since on task manager, while playing, it shows my memory usage at around 3.8-3.9 gigs. Could this be causing my stuttering problem?
PC Specs:
Mobo: ASRock b75m-gl
CPU: i5-3570k
GPU: MSI GTX 660 ti
RAM: 4GB 1333 (I believe)

I've closed out programs, and even use Razer Game Booster, it doesn't help much. Also, my GPU is already slightly OCd. I even pushed it a little further the other day, and then the game crashed. Not sure if it was related to the OC, though, because people are having problems with BF4 crashing.
