Possible BIOS problem? - LOW VRAM PROBLEM

Hello, I am a designer and i use programs like adobe suite. And i have a problem when i open up photoshop it
sais I need a minimum of 512 mb VRAM.

My Specs:

Dell xps 8300
Intel core i7-2600 cpu @ 3.40GHz
Ram: 16.0 GB
64 bit system.

Graphics Card:
Amd Radeon 7870 2gb (installed recently).

But when i close it down and open it up again I dont have that problem and it goes back to saying i have 2000mb free.

Also now and agian the message - do you want to change your appearance to imrpove performance. but i have a great graphics card and a above average rig so i think that its linked with my vram problem.

I believe this could be a BIOS problem as i have posted this before, Can anyone suggest something?. Also if it is a certain problem can you explain how to fix it?

Didnt really help.
Firstly i know that it needs 512mb of vram. thats why i have 2000mb of vram. but still that message appears.

And ive also done all the performance improvments and still get the error unless i open. then close then open again,
I will try to change a few things maybe lower its usage might work.
