What the OP wanted was like..... We know we can use an Android Phone a wifi hotspot for neighboring equipment, using the android phone's internet connection ie 2G,3G etc etc.... He/She wants to know if he can connect his phone over the wifi to his PC which may already be connected to the internet using his home/office broadband connection.... most probably.
Thus my answer... and I think it's pretty clear as far as my answer was concerned.....
You can use the wifi through the android phone in computer....
The other way would require you to add a wifi card/usb dongle into the PC and enable ICS over it, provided you already have one WiFi card/usb dongle already existent in the PC.
I created a user profile with password for Win 7. Give it admin rights.
Then, using a file manager app (most any will work) I let it search for the network, and login with that user ID.
Go to users on the Android, and there ya go.

Hey Dumbo's! Try USB tethering. That guy wants to ask if he can use his phone as a WiFi dongle or device...
Connect to WiFi network
Go to settings and then turn on tethering and off you go!
