Well on second thought about your PSU there's that :

"The main problem with this power supply is voltage regulation. Starting at 560 W, voltages got outside their allowed range, what can make your computer behave erratically. We tested two samples, and both presented the same problem. Therefore, we can’t recommend this unit."

So I guess with a power hungry gpu there may be problems. Go for CorSair TX series I got really satisfied with em

Before this question I recommended you a high quality unit, nearly half the price(because 650W is enough) comapred to that one Boss told ya.
Btw XFX is better quality than Corsair TX series.

Have fun!

Consider also using this tool. http://www.corsair.com/psufinder/
I think it a decent tool since it doesn't recommend you stupidly high PSU's and it also have many options to select.

Note : If you use the psufinder consider your r9 280x an 7970 in terms of power.

Your options are too many the thing is how many budget you have. Call me a Corsair fanboy maybe but I really like them and I am very satisfied with em. I live in a place with kinda unstable power, especially when thunderstorms occur we experience sudden power cut.

Corsair is ultra safe "Over-voltage and over-current protection, under-voltage protection, and short circuit protection provide maximum safety to your critical system components."

Anyway it's up to you what you choose.

I mean 650 is enough for R9-280x?? why does it require a minmum of 750 watt for the asus version of R9-280x?

Systems with 280X in it maximum(they will never hit this) need 550-600W to be safe, but thats never a problem if u have a little headroom, for example to do overclocking. So I correct myself and recommend 600W.
