Best option is motherboard or software controlled. Which increases fan speed with CPU temperature increase.
A set speed is either too much at idle, or not enough at 100% use.

I have a stock fan yes and it sometimes runs at 5200 RPM that make it very loud
I can control the speed form BIOS but i want to know what is the safe speed is 3400 RPM enough in both idle and load ? because its not loud at this speed
