My Server won't work with external IP

I just recently installed a miecraft server on my dell poweredge 2950 and when I opened a port for the server for other people to join, the external IP was not working. I double checked on my router and everything is correct. I'm just wondering if there is a firewall or something on the computer that is not allowing external connections. Please help, I'm a noob with server computers.

Computer Specs:
2 Intel Xeon 3.0 GHz
4 GB Ram
2 160 GB WDCB
Windows Server 2003 Enterprise 64-bit

the firewall setting you should be able to find via the Control Panel.

Since you tried it from inside your network, it might be that your router is trying to internally route to the server and therefore not seeing the PORT rules you have set. You need to test it from outside your network to make sure.
