Clarification needed. Very little information for anyone to give substantial help.

a. DVD tray won't open

Find a paper clip.
Unfold it.
Locate a tiny hole on the DVD bezel.
Insert the unfolded clip end.
Push it inward.
The tray will pop out.

b. Whatever burnt on the DVD - movie, game, music, etc. - won't be played/executed.
Check the files on the burnt DVD.
Verify file format of the file to be executed.
Locate the program to open the file format.
Open (execute) the program.
If no program is available, google the file format to search compatible program.
Open the file.
You may get window message if it still won't work.
Start from the error message.

What type of data is on the DVD? Is it an image copy of another DVD or is it files and folders? Did you select the proper type and did the disc finalize properly?

friend i have burnt a video file in .mkv format to the dvd. i guess the burning process was successful cz a pop up was appeared saying your dvd burnt successfully and the drive got open automatically.
now to try as i insert the dvd drive not reading it .. i tried to played thru vlcand mediaplayer but it says no disc found

Go to "Computer".
See if DVD drive is populated.
Click the DVD drive.
What do you see?

You might want to try to use the program imgburn instead (link). When you open imgburn, choose "write files/folders to disc" and it will burn the video file exactly as it would if you copied that file to a USB flash drive. I believe you may have burnt the file as a DVD, not as a data disc. If you do it this way, you can only watch this video on your PC, not in a regular DVD player.

friend if i insert dvd and closed the drive it doesnt have any reaction and if i click on drive in my computer the drive get opened and says insert the disc ?

plus im sure i have burn as data dvd .. i didnt did as WRITE option bt i clicked on BURN after adding the files. now can i open the dvd or it just got scrap ? i dont have dvd player ... i want to play it in another pc only
