why my system is using 17-27% of my cpu(corei72670qm) when it is idle?

when i am just using windows explorer to check my files its using 27-29% of cpu
and once it went upto 89%

Are you on high performance mode?

Anyway, if it's not causing any negative actions such as bad performance or overheating then there's no need to worry.

Either the information is wrong, meaning that the numbers you read are not real. Or there is something else running int he background, make sure via taskbar there are no strange programs, in the explorer bar write msconfig go to the startup menu that has all software that boots with the pc, see if there is anything strange there to.
It could be a virus so run a scan with your antivurs, you can also use Malwarebytes wich is one of the best anti-malware software out there.

It could also be the antivirus itself. Some can be resource hogs or bump up the cpu usage when performing background tasks.

Open Task manager and click Show Processes from All users. Identify the actual process using so much of your CPU. Report it back here or google it on your own to find out more about it. There may not be need to worry but you are losing performance in the overhead created by this process. This would be unacceptable on my machine.
