Problem with RAM speed and questions about it.

Hello I have a problem and few questions to you.
The problem is that I have single stock Samsung M471B5273DH0-YK0;PC3-12800, 1600mhz, 4Gb RAM module in my laptop(Compaq CQ58 341SA) but when I look at SPD tab in program CPU-Z it says PC3-12800(800Mhz) is this normal? Where is half of the speed gone?
I also found out that my procesoor i3 2348M supports maximum of DDR3 1333Mhz, may this be a cause of this?
Should I upgrade my RAM to 1333Mhz because of this?
Will the upgrade of RAM speed up my Intel HD 3000?
What brands should I consider when buying ram? Which to avoid?
Last question, why there aren't any options to change in my BIOS menu, I have only System and Exit tab.

Your RAM is DDR or double data rate. CPU-Z reads the true speed but RAM is listed at effective speed for marketing purposes. So you are fine. All DDR RAM lists that way in CPU-Z.

New RAM will not speed up your HD 3000 graphics.

Yes. Optimally you will want to match the RAM you have now. An identical stick will make sure there are no compatibility issues. The Compaq website may have a list of compatible modules as well.
