I have a PC with the following config:
Intel i5 3470
Kingston ddr3 @ 1333, 16gb
M/B Asrock H77 Pro4/MVP
ATI 7790 2 gb ddr5 PCI e 3.0
HD 160gb seagate
P/S Gigabyte Odin 800w
Thermaltake full tower
Monitor Asus VE 247 H.
With this hardware on WOW, resolution 1920x1280, settings on good, on a Raid with +/- 35 opponents i can only get +/- 35fps. I i increase the settings to high my fps lowers to +/- 15, and on ultra i can“t get more than 3-4 fps. I expected a better frame rate fromthis hardware. (All my drivers are up to date, and i have no O.C.). I appreciate any help.

Ground clutter is a big hit on performance, as are particle density and render distance. Reduce those and you might get better frame rates. While raiding, the biggest hit is the particle density. Do NOT turn off projected textures. That does improve performance substantially, but then you will not see damage hotspots (fire, acid, shadow, etc) and you'll get yelled at by the healers for standing in the fire.
