CPU running at 2.78ghz in task manager but CPU.Z saying 4ghz

Not sure why this is happening
Its an 8 core amd fx8350

Forgive me, haven't used CPU-Z in a while: does the core speed change (realtime) on CPU-Z. Or is it static? If so, it would just be what it's set to and task manager would be showing it downclocked when not in high usage in realtime.

Odd.

However, if it isn't causing detrimental effects to performance then I don't think there's any real cause for concern, other than curiosity. :p

Cool N Quiet is kicking in and task manager is seeing the clock speed when it is functioning. CPU-Z will show real time speed. Once your CPU is under a load, it will come out of its cool n quiet mode and ramp up to its stock clock speed. Cool n Quiet is an energy saving feature. It ramps the clock speed down to conserve energy when the cpu isn't being loaded.

I just disabled the Cool N Quiet feature and it stays the same ?
