Cooler Master 212EVO CPU Cooler runs weirdly

Hey guys, I have a seriously weird problem on my hands, my C~PU cooler seems to only run at the speed it boots up at, E.G I reboot when my CPU is hot so it runs super fast until I reboot it again and the same if I boot it and it's running slow it stays at the same speed even at 70C+

Can I fix this problem? Is it supposed to do this?

I've looked through my bios and there's nothing to say that it's set at a fixed temperature.

(It's coping with temps but I want to OC and it's not coping with Oc as it should)
