i7 3770k - one core is way hotter than the rest

When I first bought the 3770k 6 months ago, all the temperatures used to be within 2-3 degrees of each other but one thing I noticed within the last month is that my core #3 is running, on average, 10 degrees hotter than the average of the rest of the cores when running at 3.9 GHz. For example, on idle, I usually get high 20's on all cores except for core #3 which is always locked somewhere between 42-44; the lowest it's ever gone is 39. Also, whenever I did occasional overclocking, it was even worse than idle; I would run at 4.8 GHz and the three other cores wouldn't go past 70 but core #3 was high 80's and would usually go into the 90's (in other words, it was 20 degrees hotter than the others). I found this a bit worrying so in an attempt to fix it, i reapplied new thermal paste (Arctic Silver 5) and nothing happened, it's still at 40 degrees while the others are now in the low to mid 20's. I looked around online for a solution and the usual answer is that it's normal if you're in a single-threaded application, but in my case, it's always 10 degrees hotter even in idle with no other applications open. I also saw that it's normal for it to be 5 degrees hotter, but mine is twice that. The only solution that I can think of is delidding it but I'm wondering if there's any other fix before I try risking it?
