Trying to sort a little present out for a mate,
Hes wanted to get into gaming for a while!!

SO far the parts i have lying around!!
HP Proliant ML115 PC, Opteron 1354 CPU and mobo

need a cheap gpu and PSU to get this off the ground, really looking as cheap as possible!!!

You should really consider just starting fresh. That's such an old CPU that it will be hard to get any gaming running on it. Here's a sub-400 dollar build to consider though.

Im really not wanting to spend at all if possible, its just to get him into entry level gaming,
the opteron is decent enough old quad core, AM2+, looking at going 2-3 years old on most of the parts tbh,

Depending on your local area, a new decent 500W can be had under $40. You may be able to find a used 7750 for $50 (new ones cheap as $70)

The games will be being played at 1280*1024
And This is just a throw together to get him away from console gaming, 40fps will be good enough on high detail at that res

For psu, I think a new one would be best, don't want to fry anything

I think you'll want at least an 7750 level card to push high settings in newer games

Which of the nvidia and anti card from 500 and 6000 Series compare to the 7750??

I'll aim for a 57xx/67xx/68xx
and a 550/550ti/560

Out of those, I think the cheapest one would do fine

It's somewhere in between the GTS 450 and the GTX 650. It would probably be on par with the GTX 550.
