Windows 8.1 and plug-n-play hardware

Before I "upgraded" to Windows 8.1, when I would plug in my external hard drive, as most are familiar with a dialog box would open to ask what I wanted to do with this. Now...NOTHING. I search it; it isn't there. Like I didn't plug it in. I need these files ASAP - HELP!!
 
Solution
Do u tried to Unplug all the USB device and
uninstall all USB host controller driver
Then do a restart of PC , then plug-in all USB device on startup ??

Did ur windows detected the drive ??

From my experience on windows 8.1 ,
I got my external hard drive like in windows 8 ~
Ntg different ~
Did ur windows pop out safely remove hardware and eject mode icon on notification area ??

No, it doesn't detect it at all. I've tried plugging into different ports and nothing. I always remove it "safely" (except in this case when it didn't recognize it when I was trying different ports.) It was like I did nothing. This computer isn't even a year old yet, so nothing should be wrong with the ports. And the same drive worked fine before I "upgraded."

It is my laptop, so I didn't have anything plugged into any other USB drive. BUT I just plugged in something else and it did recognize that. So why would it recognize a MP3 player, and not a hard drive that it has recognized before?? And no, I have not restarted the computer.
