Sclc.exe hogging all CPU power?

So recently I was trying to play BF4 but was limited to 10-20fps on low settings. This alarmed me since all other games I can run near max at 60fps no problem. At first I thought BF4 was just a very unoptimized game rushed for release by EA to beat COD to the punch. But after checking my task manager I noticed my CPU at 100% even with just firefox open. I check the processes and I find a program named "Sclc.exe" running and using up 98% cpu. I end the process and I'm now able to play BF4 on high at 60fps which is good.

So what the hell is this Sclc.exe and why does it need that much Cpu power? It also turns itself back on after restart but I just end it again.

CPU is AMD FX-6300 at stock speed.
