do i need a GPU cooler like ICEQX, Twin Frozr, DirectCU, if im not going to OC?

these coolers usually come with OCed cards (OCed to some extent, or being ready for heavy OC), but will blow the hot air inside the case. they will perform better of course
reference (ordinary) cards blow the hot air outside the case, and this is advantageous in small cases or cases with few cooling options. plus, referance cards are better when multi GPU is needed, unless you have a very well cooled case.

What card are you using? If running at reference speed (set by Nvidia or AMD) you won't need any special cooler. But some cards come factory overclocked, some to the point where they need the special cooler. It's good to have it anyway.
