Laptop won't power on (motherboard problem)

My laptop won't turn on. Symptoms:
When I plug the power unit, power indicator and power button start flashing.
Battery is not charging, but laptop doesn't start with full battery either.
My guess, somewhere in a power circuit there is a problem.
I want to know, if this problem is common with laptop motherboards and is easily fixable or does it need expensive and complex diagnostic?

p.s. It is Asus EEE 1015PEM PC, (motherboard model 1015P)

Remove the power charger and the battery from the laptop.
Hold down the power button for 10 seconds.
Plug the power back in without the battery attached to the laptop and hit the power button and see if it starts.
I have done this to some laptops that won't power up and it works sometimes , hope it helps you.
