The computer does not access BIOS. When turned on it cycles through the drives, powers down, starts up, repeats the cycle and shuts down, this repeats over and over. The BIOS screen never appears.
what key does your system use to access the bios? this is the key you want to be hitting on startup whether or not you see the splash screen. once you get into the bios i think you will need to change your boot order and boot from your xp install cd and do at very least a repair install.

i got one more idea.turn the switch on the back of the psu off.then push and hold the power button for a few seconds. go have a coffee or something and then try turning the computer on.try this both with and without your xp disk.

No chqange. I think I 2will check the voltages going to the mother board.
I have an interface for doing that.
