PC wont boot up when turning on , fans speed up to max speed .

I don't exactly remember how my problem started , if it was due to a crash or just randomly started because its been happening since last month or so .
When i turn off my PC or put it into a sleep mode , and i try to turn it on again it doesn't want to boot up . The power is working i can see all the lights and i checked if all fans are working (they are) , but after 2/3 seconds i can hear that one of the fans(not sure which one) is speeding up to a max speed and its not stopping and the computer doesn't boot from that point on . The monitor says there is no signal and there is no power in the mouse or keyboard.
The weirdest thing is that it happens like 70 % of the time , and i am able to boot the computer after a few tries and it works fine .

Not sure if it has any connection but around the same time whenever i played a game called Dota 2, my PC would randomly crash for 10/20 seconds and then go back to normal and after few of crashes like that it would go for bluescreen and turn off itself . The bluescreen would last for 3/4 seconds so i had no time to read it . I was able to play game like Terraria with no problem as much as i wanted , but there was one bluescreen crash , so it got me wondering that maybe there is something over hitting in the PC . I re-installed the windows and the blue screen problem looks to have disappeared and im playing every game with no problem .

Coming back to the problem with random not booting up i tried few things :
I made motherboard , Graphic card and processor diagnostics and it did not detect any problem.
I also opened up my PC to clean it from dust and when i opened the power supply there was few parts that looked ,, burned ''

Unfortunately i have no spare parts to replace and check if that fixes the problem but i have no problem with buying new parts .

If anybody has any advice i would appreciate it a lot :)

System :
Processor : Intel(R) Core(TM) i5-2300 CPU @ 2.80 GHz 2.80 GHz
Ram: 4 GB
Mother board : ASUS P8H61
Graphic card: Nvidia GTX 295

if you configure your system to do a memory dump, then you can run a program called whocrashed.exe to check for the cause of the failure.
overall, it sounds like a hardware failure something like a capacitor going out or maybe a circuit being grounded. Sorry, just not much help

If it's hardware related, I'm betting it's the PSU. If you have a friend whom you could borrow a PSU from, give it a whirl and see if there's any difference. Make sure the psu you're trying is a better unit too though.

I was thinking that psu might be an issue yeah ... What do you mean by better unit ? more power or a better brand ?

Not exactly more power but a quality unit, like the ones from SeaSonic, Corsair, Antec, XFX, PCP&C, Enermax, etc. You can actually power your system with a 700W (probably still overkill) unit as long as it's a quality one.
