Is my 3D Mark scores any good? What do you suggest to increasing my performance with gaming?

I do not understand why the Physics tests scored so low? They only ran at about 15-25 fps. I made sure I have the latest drivers:

Catalyst Version: 13.9
Driver Packaging Version: 13.152.1.8-131008a-163824C-ATI.
2D Driver version: 8.01.01.1331
Direct 3D Version: 9.14.10.0984

I am trying to run games at optimal settings, I clocked my GPU using the Catalyst Control Center to

GPU Clock: 1015MHz
Memory Clock: 1415MHz

Also my CPU is NOT Overclocked, but i set processor speeds from 800MHz - 3700MHz to 2300MHz - 3700MHz

I want to atleast run games at 60fps without lag spikes (Games like Skyrim and Fallout 3: NV with HD mod packs)

Please help me out, I am still new to all of this.

I thought about getting the FX-6350 (http://www.newegg.com/Product/Product.aspx?Item=N82E16819113327) In the past but a lot of people told me I would not see any increased performance and I would be wasting my money on it, so I put my money into the current GPU I have.

Actually my system is very similar, I have a 7970 with a FX 8320.
And Most definentaly High End.
Not Hiigh as 3D describes it (GTX Titan and i7) but still very good. Almost everyone would classify that as a high end rig.
