power surge problem

my PC keeps restarting every hour of gameplay of bioshock infinite...i wanna know what the cause...im kinda pondering about my psu because the fan is not spinning...i tried to turn the anti power surge system of my mobo off..but it's still restarting...
also my cpu 3.3v indicator on my bios indicates red and its value is 2.4v i think its kinda low and thats the only indicator that is highlighted red..
my rig:
intel i5 2400k
generic qube 400w psu
evga gtx 550 ti
8gig ram
1tb hd

so you mean that my psu fan is likely the cause of the power surge because my psu is overheating...can overheating of a psu cause a power surge..?

Are you getting an actual surge, or a drop in voltage?
From what you are telling me about the fan alone your power supply needs to be replaced. Without the fan it will overheat and can damage the motherboard and cpu. I hope this has not happened yet, but you need to replace it.
