Solution
Some PSUs cannot handle heavy cross-loading so one or more rail will go out of spec when another rail is heavily loaded.

For example, on some of the old group regulated design PSUs, the +3.3V or +5V rail will go out of spec if the +12V is heavily loaded like what could happen on today's modern systems.
