I'm about to go crazy here.....not sure if its my CPU, GPU, MOBO.......but during online play in games like Tera...my FPS are extremely low....like 8-11 fps, I thought it was a GPU issue due to having a Radeon HD 7770, so I upgraded to the GTX 770.........STILL?!.........low FPS, absolutely no improvement whatsoever.....so im not sure if the problem is my monitors refresh rate? (60hz) or my CPU.....if anyone has any advice that goes beyond updating my drivers it would be very much appreciated.

Those specs are not top-of-the-line but that rig should easily be able to run even demanding games well at high settings.
Sounds like it's the internet connection.
Try running a offline game and report the results.
