High cpu load and mouse lag

Hi guys

Yesterday I took apart my laptop (HP 6730s) and cleaned the dust from cooler. Refreshed the thermal paste under the heatsink and assembled all back.

When turned on I noticed that at the very beginning of the windows load, the cursor lagged and generally moves very slow. I opened the task manager and started testing in various applications . Wherever the application even for a second load the CPU at maximum, there were problems with the mouse cursor. Cursor fell behind, moves slowly or freezes.

Before I cleaned up my laptop when it get overheated all works fine.

I formatted the disk and decided to reinstall windows from scratch.
After reinstall the problem remained, though laptop no longer overheats and works as it should. The CPU temperature and other sensors on the average of 40-50 Celsius degrees.
Lags appear wherever needed high load CPU , for example in windows 8 metro search, when launching google chrome or when I open the gallery with lots of photos and videos. It is 1-3 seconds lag.

I tried to disconnect the mouse, but the touchpad is also lagged.
Everything else works fine, no program crashes and even music or video continues to play without a problem, while the cursor freezes.

Can someone figure it out what the problem is?

So why I haven't seen this lags before I cleaned up my laptop?

I think my CPU somehow start to overloads... before cleaning all works fine, except overheating. Now nothing overheats but cpu acting strange.
