I've heard the 212 Evo only makes your CPU cooler by 1-4°. The difference seems minimal, is this true?

Much more than 1-4C, and much quieter.

Better thermal paste will drop it 1-3C. A better cooler like a evo will drop it 20C. Though it will depend on the cpu. A lower end one may only see 10C.

a better thermal paste could drop temps as far as even 10degrees, sometimes even more.

I'm going to get an Intel i7 4770k, I've heard it gets pretty hot easily.

A Hyper 212 Evo will easily cool that bad boy. Also i'd recommend using a different thermal paste than what the cooler is deliverd with like: Noctua NT-H1, Arctic MX4, Indigo Xtreme, Phobya HeGrease or Prolimatech PK1.

All of the above are amazing thermal pastes that will improve cooling significantly for just a few bucks.
