Ok, just about any modern CPU can run windows 8.

What's your budget, I can pick out a build for you.
What will you be using the PC for?

would a dual core amd 3.8ghz processor work?

If you're wanting to play any games, no. Clock speed (ghz) actually doesn't matter much when it comes to how well the CPU actually works. For example, Intel's chips clocked at much lower speeds will outperform AMD clocked at higher speed just because of their architecture.

A 3.8 Ghz dual core would be extremely slow.

Oh you wanted the monitor included in the build, my bad. Personally, I would. For that $60 you get a hell of a lot of performance that is great for gaming.

alright its fine you didnt include the monitor, i didnt specify, and do you think i could use that same motherboard for all my builds? and are you sure a 500watt power supply is strong enough?

What do you mean for all your builds?

You could upgrade from 500 watt but it should be alright. For a single GPU it's generally fine.

im 15, im the creator and founder of a "business" i guess you could call it, its technically my dads cuz hes the one who has the busines liscense and is of age, but anyways im constantly building custom pcs for people, and im tired of looking for a new mobo everytime i build one

Ah. Well for AM3+ builds (AMD FX etc.) the mobo is great. You can find cheaper 990 boards. 990 are the best for overclocking. 970 are acceptable budget boards but not as good quality or as good for overclocking.

Intel obviously has different options.
