I have an iOmega external storage unit model number RPHD-RUD. The light is on and the unit is beeping steadily but it doesn't show up on my computer or in the device manager.

Sounds like stiction (heads stuck to platters).

Alternatively, if the drive is port powered, then it could be that your USB port cannot provide enough power to spin up the drive. If so, then a USB Y-cable should help. It picks up power from two USB ports.
