I'm building a new rig and this is the CPU im getting with it, http://www.newegg.com/Product/Product.aspx?Item=N82E16819113284, The only problem is i don't know anything about the heat aspects of computers. How can i tell after i get it if it's getting to hot? And what's a "to hot" temp? What's a good temp to run at?

Solution
Oops. Just realised you already chose the gpu. Give me a sec.

Ok. Here's a suggestion.

GPU: I've already bought a Nivida 650GTX

OS : Microsoft Windows 7 Home Premium SP1 64-bit - OEM
And a quick question also, what's the OEM behind windows seven mean?
My budget is below 700$ which this one comes just under with rebates and what not!

OEM means it's tied to the motherboard. It should technically only be able to be used on that specific one, but there are workarounds. I'll have a look at suggesting a build.

Many of the parts are similar to your own, however I'm not sure how much yours totals compared to the one I suggested. Your own suggestion is absolutely fine, it's just whether there is a price difference and which you prefer.

I chose a 990 board as they're better for overclocking to get the most potential out of the unlocked FX CPU's. I also chose an 8320 instead of 8350 since they're essentially the same chip but the 8320 is clocked lower at stock. It's the same chip for cheaper.

As well as the ever popular 212 EVO CPU cooler.

Never used PC part picker, sweet site! That looks really cool, and it's cheaper! One more question, do CPUs like the one i have picked come with thermal past or should i add some in there?

The stock cooler that comes with the chip has thermal paste pre-applied. However, if you were to get an aftermarket cooler (recommended) then you can order some better stuff separately (e.g. Arctic Silver 5, Arctic MX-4). The Coolermaster Hyper 212 EVO that I showed comes with some thermal paste in a tube if you don't want to buy any separately though.
