Actually you can do high end 3D gaming in this budget.
with 3 144hrz monitors you can play most realistic games in 3D experience that you will thank me :D

What I'm saying is you're doing it backwards. Running in saying "I have 4k build me a computer that costs 4k" is kinda ridiculous.

You should tell us your gaming needs, what else the computer is going to be used for, whether the budget includes accessories etc and then build a PC that is UNDER your max budget.

Because without spending a lot on multiple monitors, it is hard to push the price close to $4000 as you requested. PCs don't really cost that much, no matter how much you think you need to spend.
