8GB vs 16GB for gaming?

No, you wouldn't notice a big difference at all. 16GB is overkill, you will be just fine with 8GB 1600mhz CL9. 
From my limited knowledge of computers, RAM is pretty much fuel for your CPU. It'll only use it if it needs it. If you're doing a game that needs little ram, increasing ram won't help, but if you don't have enough ram, more will speed it up. I don't know of any games that really need 16 gigs of ram.
