Cloning for a Clean Boot ?

I know that when the motherboard is changed the OS requires a clean boot, if you clone the OS to a fresh drive and use the fresh drive will the OS consider that as a clean boot ?

No, cloning the drive will make no difference. You need to perform a fresh install of Windows.

And a "clean boot" is not the same as a fresh install. You appear to misunderstand the meaning of the phrase.
