Is the difference between Sapphire HD 7850 OC 1 GB and 2GB (not OC) significantly huge?

Because I am going to get a new graphics card and where I live 2 GB costs $60 more.
I will be playing games like Rome 2 Total War and Shogun 2 Total War.
I will be gaming on a 32 inch T.V. on 1900 x 1080 resolution.
Does 2 GB version gets huge benefit compared to 1 GB version?
Is 60$ more worth 2 GB?
Is 2 GB worth convincing my father to spend an extra 60$?
He limits budget on everything (he will get my 60$ game but not spend it on graphics card).
Is 2 GB worth that much to give me my best shot to convince him?
Because I will only be able to convince him if I know 2 GB is much much much much stronger than 1 GB. Convincing him will be even harder because he also thinks graphic cards are useless everything is done in processor. Thats why till now I have HD 6450 2 GB because some computer technician said a graphic card is needed for gaming.

My other specs are :

Intel i7 2600.
8 GB RAM at 1333 mhz.
2 TB HDD.
PSU at 220 volt 29 amp - 6380 watts.

Yes the additional 1GB of vram will be beneficial in a games like the Total War series. The game renders a lot of textures which eat up vram.

At 1080p, it's better to get a 2GB card since 1GB isn't enough nowadays for 1080p gaming. When the card runs out of memory you'll experience an FPS dip if you got the 1GB card.

yes, you should get the 2GB. Most new games will really really appreciate it.
