can i run latest games on xp

You probably could, but not well. On top of the above comment, XP is cutting off support soon, so you'll be on the manufacturers whim for driver support etc. in games. Better off upgrading/buying a new PC.
 
no, you need vista or better for the first 2 as there dx10 games. xp only supports up to dx9 so max payne is the only 1 that will work but you will need 4 gig of ram and a very good dx9 card to be anywhere near smooth. anything less than a 7800 or 1900xt and your wasting your time.
as for driver support its likely you wont see any new drivers for xp 1s the eol is reached. end of support means just that, its not just microsoft that will stop producing updates every 1 will stop because it is officially end of line.
in fact ati have already stopped producing regular drivers for there old 4 series cards such as the 4870 and there dx10 based. so its very likely there have been no new drivers for there dx9 cards for quite a while... they may update the ccc panel but the actual display drivers are likely to be unchanged.

i have intel core 2 duo e8400, 3.0ghz, 2gb ram, nvidia gts 450 2gb ddr3, with windows xp can i run these games now
 
no you need windows vista, windows 7 or windows 8. preferably 64bit as thats become the new requirement lately. even then you must make sure if your running vista or win 7 that your motherboard supports HPET. windows 8 doesnt use it as its timers are software based.
even then you may struggle because of your system only having a dual core. bf3 for instance really does benefit from having a quad core. i know it chokes badly on a dual if the system is even slightly imbalanced as far as cpu-gpu power goes.

seriously mate a lot of users will tell you that your ok when in reality your very much at the cusp of minimum spec for hardware on todays gaming requirements.
