Ubuntu 12.04 constantly freezing / lagging badly

When I install things or add repos in terminal it freezes. A LOT.

And sometimes it doesn't stop freezing!

I tried a kernel downgrade from 3.8 to 3.7.2 but I don't know if that did anything.

I tried installing GIMP yesterday and I had to hard shutdown because it froze and my keyboard kept flashing. Even caps lock didn't work!

Is there a way to fix it? I shall keep searching on Google and stuff but until then...

Does the system log indicate anything unusual at the time of the freezes?

My CPU usage is at least 50% all the time...

No, I said "Does the system log indicate anything unusual at the time of the freeze?". Now a supplementary question - Which process is using 50% of the CPU all the time?
