Laptop fan wont run even clean.

I have a Lenovo v470 and after spending 1000 philippine pesos to diagnose told me that the fan is full of dust, then clean it. after that the fan worked then 5 minutes later the fan stopped working then runs for half a second the turns off again it repeats. how do i fix this?

I don't know if you know :D but that's how laptop's fans work, they cool the system then turn off, it can happen repeatedly no problem, but note that under heavy load they should work continuously.
you can download a temp monitoring program (like HWiNFO or speed fan) and set the fan manually to 100% and see if it continues doing that or works continuously.

sorry if i didn't give a better explanation but the thing is the fan literally stops dead and has a hard time running even there is no reason why. it just stops running after working for a second then stops. any other suggestions that does not require replacing? also tnx for the info about HWinfo. i'll check it out.
